Understanding what FAPE in LRE is can be confusing. Formulating goals, accommodations, and services for an IEP is a full-time job for parents. Having an angels advocate in the IEP meeting provides you with a teammate who understands the IDEA law necessary for your child to receive a Free and Appropriate Public Education.
Includes:
1. one hour pre-meeting consultation and document review
2. Introductory Letter to District
3. IEP meeting up to 3 hours
4. One hour post-meeting review.

Another avenue to consider is with the Office of Civil Rights. They DO NOT take cases on IDEA per se. However, they do take FAPE denials through Section 504, which shares the same definition of FAPE. Additionally, they will investigate discrimination under the Americans with Disabilities Act as well as retaliation complaints. For those who need support, angels advocate can provide valuable assistance in navigating these processes.

A state complaint is filed with the State Department of Education for Section 300 part B violations of IDEA (which is ALOT). Angels Advocate highlights that both SC and NC are currently undergoing audits by the US Dept of Ed due to their lack of IDEA PART B compliance and the oversight of state complaints. Unfortunately, both SC and NC rank in the bottom tier of all 50 states, requiring 2 or more years of oversight and federal training.

In most cases, complaints must go through an Administrative Due Process hearing that can take anywhere from 3-5+ days, with the complete process spanning approximately 60-90 days. Preparing for a DPC requires an enormous amount of organization, and sometimes an appeal follows. Having an angels advocate can be beneficial during this complex process.
Procedural safeguards under Section 1415(h) allow parents to be advised and accompanied by an attorney or individuals with special knowledge or training regarding the child with the disability.
